Putin: new serious conflicts involving world powers possible

SOCHI, October 24. /TASS/. On Friday, Vladimir Putin addressed a meeting of the Valdai club. The session of the international discussion club was held in Russia's southern resort city of Sochi. In his speech, Vladimir Putin touched upon the topics of global security, US Hegemony, arms control and much more.

System of Global security undermined

System of global security is seriously enfeebled and there are no guarantees that it will be capable of safeguarding the world from upheavals, Russian President Vladimir Putin said on Friday at a session of the Valdai international discussions club.

“Controversies are stockpiling in the world and let’s ask one another frankly whether or not we have a reliable safety net,” he said.

Putin offered his own answer to the question, saying: “Unfortunately, there are neither guarantees nor assuredness that the existing system of global and regional security will be capable of safeguarding us from upheavals.”

Russian president didn't rule out new serious conflicts involving world powers.

“The system is enfeebled, fragmented and deformed,” he said.

Putin said he is confident that the world order should have been reconstructed in a sensible way and the check-and-balance system should not have been destroyed with nothing built instead of it.

He said that “otherwise no other instruments except brutal force remain.”

“A sensible reconstruction should have been carried out and a system of international relations should have been adapted to new realities,” he said.

The president warned of growing manifestations of world anarchy, due to follow unless a comprehensible system of mutual liabilities is created among the world community’s members.

“If we fail to create a comprehensible system of mutual liabilities and agreements and establish mechanisms of handling crises, the signs of world anarchy will be inevitably growing,” Putin warned.

He said that “already now there has soared the risk of a string of acute conflicts with the direct or indirect involvement of major powers.”

“The risk factors are found not just in traditional interstate contradictions, but the internal instability of certain states, especially when the countries in focus are located at the junction of geo-political interests of major states or on the border of cultural, historic, economic and civilizational continents,” he explained. “Ukraine is one of the examples of such conflicts having adverse effects on the world line-up of forces. And I believe it is far from being the last one.

On interference in the internal affairs of sovereign states

Russian President Vladimir Putin has called for drawing a clear line between international security and interference in the internal affairs of sovereign states. “It is necessary to set the limits of unilateral actions and the need to use multilateral mechanisms. In a bid to improve international law, it is necessary to solve the dilemma and draw a line between the actions of the world community designed to safeguard security and human rights and the principles of national sovereignty and non-interference in the internal affairs of states,”

Putin criticizes US attempts to revive cold war schemes

Vladimir Putin said the United States is trying to revive the control scheme on the international arena it had got used to during the cold war, but these attempts will cause a response reaction and will bring reverse effect.

Putin accused the United States of taking steps sharply increasing misbalance in the world.

“The United States that declared itself the winner of the cold war considered self-confidently that there is no need in this [reconstruction of international relations],” Putin said.

“Instead of establishing a new balance of forces that is the required condition for order and stability - on the contrary, steps were taken that led to a sharp deterioration of misbalance,” he said.

"Unipolar world order is ineffective in the fight against real threaths," Putin added.

Russian president said the US is trying to recreate some sort of quasi-bipolar system to use propaganda to form a 'center of evil' the way it was done during Cold War.

According to Putin, a unipolar world set-up has clearly demonstrated that the emergence of one dominating power center has not made global processes more manageable.

“Moreover, such an unstable set-up has proven to be ineffective in dealing with real threats such as regional conflicts, terrorism, drug trafficking, religious fanaticism, chauvinism and neo-Nazism,” Putin told a meeting of the Valdai international discussion club.

On the contrary, a unipolar set-up, Putin went on to say, opened a broad way to manifestations of national ambitions, manipulation of public opinion and rude suppression of the will of the weak by the will of the strong.

“Present day’s demographic, economic, cultural tendencies prove that the dependence on one superpower will be definitely decreasing,” Putin said.

“The global politics probably face the same events as the global economy and they are the intense competitiveness in certain niches, frequent change of leaders in certain directions,” he said.

Russian President Vladimir Putin compared the United States to the new rich claiming the global leadership but messing things up.

“This is how the new rich behave with fortunes - the global leadership - coming down on them. But instead of accurately and properly using it, including to their own advantage, they have simply made a mess of things,” Putin said on Friday at a meeting of the Valdai club.

“A period of discrepancies and omissions has begun in global politics,” he said. “Pressed by legal nihilism, international law is ceding its positions step by step. Objectivity and justice are sacrificed to political expediency. Legal norms are substituted for by arbitrary interpretation and biased assessments,” the Russian president said, adding that “total control over global media” made it possible to “call black white and white black.”

“In conditions of dominance of one country and its satellites, the search for “global solutions” often becomes a tendency to impose one’s own vision as a universal one,” Putin said. “Ambitions of this group have growth so much that approaches developed out of public view are being presented as the opinion of the entire world community. But this is not so.

On arms control

Vladimir Putin also touched upon the arms control problem.

Russia insists on continued nuclear disarmament but without the double standards favoring the leaders in the field of high-precision weapons, President Vladimir Putin said.

"We insist on the continuation of talks on the reduction of nuclear arsenals because the fewer nuclear weapons the world has, the better," he said.

Russia is preparing for a most detailed discussion of the problem of nuclear disarmament, Putin said adding: "I mean what I say serious discussion, without double standards."

Many types of precision or "smart" weapons have gotten close to the weapons of mass destruction in terms of their destructive capability and the countries leading in the sphere of precision weaponry systems will get an apparent military advantage over others if nuclear weapons are fully discarded or their amounts shrink to a critical minimum.

"Then the strategic parity will be disrupted and this in turn is fraught with destabilization," Putin said. "A temptation of the so-called first global pre-epmtive strike emerges then" and this means the risks will get higher instead of going down.

As he went on developing the issue of global security, he stated the realistic prospect for a collapse of the currently effective system of treaties on the reduction of and control over armaments.

"It was the US that paved the way to the unfolding of this highly dangerous process in 2002 when it pulled out of the Antiballistic Missile Treaty and then rolled up its sleeves to create a new global system of antimissile defenses.," Putin said. "It wasn't us who started all of that."

The result is that the world is again rolling downhill into the times when the countries were kept away from immediate collisions with one another by a balance of reciprocal annihilation and fear instead of a balance of interests and mutual guarantees."

"In the absence of legal and political instruments the armaments return to the focal point of the global agenda," Putin said. "They are used everywhere and anyhow without whatever sanctions by the UN Security Council. And if the latter refuses to rubber-stamp such decisions, it is immediately declared to be an outdated and inefficient instrument."

In the light of it, many states do not see any other guarantees for ensuring their sovereignty than getting possession of an A-bomb of their own. and this is an extremely dangerous tendency, Putin warned.
