MOSCOW, June 06 /ITAR-TASS/. Russia's Permanent Ambassador to the Organization for Security and Cooperation in Europe Andrei Kelin said Kiev is imitating the implementation of the constitutional reform.
"Nothing has been heard recently regarding the prospects for national dialogue, envisioned by the Geneva statement and the Swiss "road map," the Russian envoy said at a meeting of the OSCE Permanent Council. The text of his speech was published by the Russian Foreign Ministry.
There has been no reaction to the international community's demand that an inclusive, transparent and accountable constitutional reform be carried out, the diplomat said.
Kelin urged the Ukrainian ambassador to comment on the reasons behind the withdrawal from the Council of Europe's Venice Commission of draft amendments to the Constitution. "One has an impression that the constitutional reform in this shape has no support from not only the society, but also from some branches of government," Kelin said.
The implementation of other Geneva accords has not been going well either. Kiev authorities, for example Kiev mayor Vitali Klitschko, are unable to control the situation in the city. The attempts to remove the protest camp on the city's main square failed. There is an increasing incidence of banditry, robbery and hostile takeovers all over the country, including in Dnepropetrovsk, the diplomat said.
